As an example, greedy ranchers wanted land for their cattle, farmers wanted water for their crops, and miners wanted the minerals on Fort Apache Indian Reservation, so - despite the treaty - Congress reduced the size of the Reservation FIVE times by 'restoring' the land to the public domain (illegal, since it never previously formed part or parcel of the public domain) as a National Forest, which permits greedy ranchers, farmers, and miners to 'develop' the natural resources.
